Up Growth Till Date of SCERT SCERT.,
Solan was under the control of Education Deptt. till the said institution was
converted into a Society under H.P. Society Registration Act, 1860. It functioned
as College of Edu/SIE w.e.f. 1-7-55 to 31-3-84 SCERT w.e.f. 1-4-84 to 31-3-98
and SCERT Society w e f 1-4-98 till date. The State Audio Visual Centre and English
Language Teaching Centre based at Solan were merged into SCERT alongwith their
staff, budget and assets as per cabinet dated 4-4-97 for restructuring and strengthening
of the SCERT. Activities The SCERT
has centrally sponsored projects such as Population Education Project, Value Education
Project besides SOPT Project sponsored by the NCERT. The SCERT is undertaken the
NTSE and Science Seminars etc. the expenditure of which is being met form grant-in-Aid
out of the State Budget. Hostel
The SCERT has a
hostel facility but the same is not yet functional. Functions

NATIONAL CADET CORPS (NCC) In
the state N.C.C. had been started in 1953 and in 1965 N.C.C H.Q had been established
at Solan which was modified to Shimla in 1969. Unter this H.Q., 12 units of Air
Force, Army and Navy are functioning. 19834 Cadets have been trained.
In
Himchal Pradesh, National Open School started its functioning from November 1997.
At present National Open School is imparting education through 33 Study Centres
& Four Vocational Centres in the State, these are in Shimla, Mandi and Una
districts. Govt. of India is making its efforts to open atleast 35 more study
centres to facilitate the rural people in the State. Infrastructure is being provided
by the Govt. of India to make this scheme successful.
The launching of the State
Centre in Himachal Pradesh in Shimla on 29-7-2000 by Hon'ble Chief Minister H.P.
was a big step forward, in the direction of imparting education and spreading
literacy. Education
means being good human beings and developing a national outlook and national spirit
which are essential for the unity of the country. True education is a creative
and ceaseless process aimed at twin goals of man making and nation-building. Education
is the basic need for the development of nation and society. We can compete with
the advanced and developed countries only when we promote more educational facilities
to our citizens as we have, in our amidst 36 crore illiterates out of a population
of 100 crores. Only a learned society can make this world better and worth living.
The National
Open School has a pivotal role to play in the promotion and development of Open
Schooling in the country. In a large country like India, it is not possible for
one national level organisation to cater to the regional requirements. National
Open School has therefore, evolved alternate models of State Open Schools and
state-centres for open schooling. National Open School has also been providing
professional and technical support to states in order to set up and develop State
Open Schools, particularly with regional medium. National
Open School is the largest open schooling system in the world. The National Open
School was established as an autonomous organisation under the Department of Education,
Ministry of Human Resource Development, Govt. of India in November, 1989. The
Open School, a pioneering project initiated by the Central Board of School Education,
New Delhi in 1979 was amalgamated in National Open School in October, 1990, through
a resolution of Govt. of India. National Open School was vested with the authority
to examine and certify students registered with it, up to pre-degree level courses.
The aim is to provide education to the student at his/her place of stay or work,
with a flexibility of time, place and choice of subject. The convenience and interest
of students is of upper-most importance in this scheme. National
Open School provides opportunities for continuing education to those who have
to leave school without completing the Secondary or Senior Secondary classes,
because of a variety of reasons beyond their control. They want to study but cannot
attend a regular school. The National Open School has been functioning as an apex
body and a resource agency at the National level for model building and promoting
standards of learning through courses and programmes of general, life enrichment
and Vocational Education from Primary to Pre-Degree level. The National Open School
with its mission of Education for All, promotion of greater equity and social
justice and evolution of a learning society, has emerged as a viable and a potential
alternative to cater to the learning needs especially of girls, women, rural youth,
non-school goers, working children, school drop-outs, disadvantaged, marginalised
and vulnerable groups by offering them not only a second chance but as many chances
as one may like to avail with a very flexible and learner friendly approach. The
National Open School has launched Open Basic Education project to cater to the
needs of neo-literates and the Special Accredited Institutions for Education of
the disadvantaged, catering to the needs of physically and mentally disabled persons
and the socially and geographically isolated sections. Study
centres of National Open School are located in all over the country except in
the Union Territories of Dadra & Nagar Haveli and Lakshadweep. Study centres
are also located in other countries such as Nepal , Dubai, Abu Dhabi, Muscat &
Oman, for extending educational facilities to NRIs' and other nationals. The National
Open School with its open learning and distance education mode offers the multi-channel
approach as an alternative to formal education, catering to the educational needs
of about 4 lakh learners all over India. More than 1000 study centres impart learning
through printed self-learning materials, personal contact programmes and audio-video
programmes in Hindi, English and other regional languages. Besides general education,
National Open School offers several vocational programmes independently or in
combination with the academic subjects in Secondary & Senior Secondary courses.
Thus, the Notional Open School's claim to high achievement in reaching those who
might not otherwise have participated in education and training in India is indisputable.
The National Open School
has been awarded the Commonwealth of Learning Award of Excellence for institutional
Achievement in Distance Education in the year 1998-99. National Open School is
one of the three Commonwealth Institutions and the only Institution at the school
level to receive this inaugural award in the field of open and distance learning.

NATIONAL SERVICE SCHEME In
179 Schools of all districts of the State, National Service plan units are working
and 17800 students including 7120 girl students were registered. In their routine
work students had worked in the villages, takeing school campus and development
by formulating various strategies. During this period an organization e.g. 105
days camp were made successfully. 41
new Program Officers were appointed during the period to implement these programmes,
these posts were lying vacant due to transfers. 40 Programme Officers were
sent on tranning organised by N.S.S organisation (tranning ) Chandigarh. 9 Programme
Officers were sent to refreshers programme. These training/ refresher programmes
were organised in Kurukshetra University, Hissar and Agriculture University, Common
wealth Asia Centre Chandigarh. 6.
